This study aims to develop a composite index for measuring the effectiveness of a country’s development covering different dimensions of socioeconomic, environmental development and operational effectiveness of various sectors. The index was then applied to compare development effectiveness among six core ASEAN countries, ie. Indonesia, Philippines, Malaysia, Singapore, Brunei and Thailand that would help promote learning and competition among ASEAN countries in order to accelerate effective development.

The effectiveness in this study is defined as the ability to achieve the development goal over a period of time. Therefore, it is measured from the improvement of development indicators over a time period instead of measuring it by the current status of the indicators. The effectiveness score is calculated by comparing the indicator improvement with the improvement that should be achieved during the same period of time in order to achieve the final goal within the desired time period in the future.

The structure of the index is composed of 7 development areas, 16 categories, and 41 indicators covering development areas such as the economy, environment, education, health, safety, security and operational effectiveness of different sectors, which are public, private, and people sector. Secondary data from various sources is used as the statistical data to calculate the effectiveness score.

The measurement of development effectiveness proposed in this study will be useful for providing information on direction and importance weight that a country puts on each development goal, and therefore enable the country to make efficient allocation of resources according to the country’s priorities in order to achieve a balanced development. The goal setting for each indicator can be used as a mechanism to gain commitment from relevant parties that will help the country to develop to its maximum potential.

The result of index has shown that the overall effectiveness scores among six ASEAN countries can be ranked as: first, Indonesia with the score of 46.1 (out of 100), second, Philippines with the score of 43.1, third, Thailand with the score of 43.0, fourth, Singapore with the score of 40.9, fifth, Malaysia with the score of 38.6 and finally sixth, Brunei with the score of 19.6.

The index also provides comparison of the effectiveness among six ASEAN countries in seven dimensions by ranking the countries from the highest to the lowest improvement score. In the economic dimension the countries were ranked as Indonesia, Philippines, Thailand, Malaysia, Singapore and Brunei. In the environment dimension, the ranking from highest to lowest held as Philippines, Malaysia, Indonesia, Brunei, Thailand and Singapore. In the education dimension the ranking stood as Malaysia, Indonesia, Singapore, Brunei, Philippines and Thailand. In the health dimension, the ranking was found to be Thailand, Philippines, Indonesia, Brunei, Singapore and Malaysia.

For the safety dimension, the ranking stood as Thailand, Singapore, Malaysia and Indonesia while Philippines and Brunei provided no data. In the security dimension, the ranking was Philippines, Singapore, Thailand, Indonesia, Malaysia and Brunei. Lastly, in the operational effectiveness of different sectors dimension, the ranking was Indonesia, Singapore, Philippines, Thailand, Malaysia and Brunei.

The effectiveness scores in this study were calculated based on the same rate of change or growth rate of the goal for all the countries. The argument could be on the different states of development of countries resulting in the fact, that any country that has progressed nearer to its development goal would have lower growth rate of development, therefore, the goal setting in this manner might cause unfair comparison. Due to the limitation of specific goal setting for each country, this issue will be left for future research.
